This reads as a criticism of Mr. Jeane, who was put by Sir R. Macdonnell at the head of the Student Interpreters, though not a very competent Chinese Scholar.
I wonder if everybody is to get £100 a year extra as soon as he passes in Chinese, the result will be more satisfactory than the system of cadets which Mr. A. Kennedy condemned as a "Failure", but which has been "Extensive".
Suppose in this case it should.
It surely lightens a man's work to break from his connection with work to do to learn a difficult language, then it is easier for a young man to learn it than for expert men to learn it who already hold...
